Framing the position of Romani minorities in terms of social exclusion usually remains undisputed. It is also not questioned that social exclusion sometimes alludes that Romani minorities are themselves to blame for their position and now the wider society as their saviours has to work out how to integrate them.  

In 1613, Miguel de Cervantes published Novelas Ejemplares, a collection of short stories. The first of these was entitled La Gitanilla or The Little Gypsy Girl. This story presented a narrative about a girl named Preciosa, who lived with the Gypsies and was considered to be the most beautiful among them.

Romani subaltern in the context of transforming post-Yugoslav citizenship regimes

Romani minorities in the post-Yugoslav space had uneven access to citizenship, which was specific to their socio-economic and also culturally stigmatised condition as the Subaltern, who was not able to voice its plight or it was ignored. Romani individuals who were positioned as non-citizens at their place of residence were in the most unfavourable position. However, even those minority individuals, who were able to access citizenship at their place of residence, found themselves in uneven position in comparison to other citizens. All post-Yugoslav states, also due to the dialogue with international organisations and EU integration processes, introduced legislation for minority protection, which included also Romani minorities. However, in most cases (excluding Slovenia), Romani minorities were included into the generic legal acts on minority protection, which did not recognise the fact that they are culturally stigmatised as well as have a different socioeconomic position than most other minorities.

In today’s Hungary the poor suffer from the attacks of the present political regime that has openly declared its intention to create a strong national middle class based on a firm work ethic principle. As the Prime Minister, Mr Orbán stated, “all countries have to undertake the correction of their welfare state. It is more difficult in the West because there they have well-established welfare regimes while it is less difficult in Central Europe because the welfare state has not been constructed here. (…) Our program is to create a society based on work instead of the uncompetitive Western type of welfare state.”

Hungary has gained a dubious reputation lately for its conservative right wing government (in power since 2010) taking a whole series of undemocratic steps.

‘What’s in a name?’ The Dilemmas of Re-Naming Yugoslav Gypsies into Roma

In today’s post-Yugoslav sphere, many young Romani intellectuals are proud of their Romani heritage. Although they encounter many obstacles due to discrimination, they fully identify with the term ‘Roma’. However, most Roma still find themselves on the margins of their societies. Whilst they sometimes refer to themselves as Roma, in other instances as gypsies, others use alternative group names such as Egyptians and Ashkali (the latter especially in Kosovo). 

It was the spring of 1970 when the 18-year-old Ludvik Levačić was conscripted into the Yugoslav People’s Army (JNA) to perform his compulsory 18-month military service with his fellow male Yugoslav citizens. He vividly remembers his first day, when an officer wrote in his army ID booklet that he was of Slovenian nationality (nacionalnost).

Though many states continue to emphasise their commitment to improving the Roma’s live, it remains difficult to assess the success of many of these initiatives, as there is usually poor monitoring of these projects’ outcomes.

The constitutions of most European countries contain some form of commitment to ensuring the rights of minorities, as do the laws of supranational bodies such as the European Union and the United Nations.
